The goal has not yet been reached but substantial progress is being made.

DRC reached the end of the Heavily Indebted Poor Countries Initiative (HIPC) in 2010, seeing nearly 90% of its debt cancelled. The debt service has gone from 259 million US dollars in 2009 to 159 million USD in 2010, and back up to 184 million USD in 2011 where it has remained stable throughout 2012. However, the disbursement rate of the Official Development Assistance (ODA) stood at 42% in 2012 and remains very low.

The ODA, while covering the whole of the national territory, remains unequally distributed across the provinces. Despite the big breakthrough of mobile phones in the 2010s, new information technologies remain little used (2.7% for telephones, 5.2% for computers, and only 4.5% for internet in 2012).
